Barbara P. Shineman, a beloved 95-year-old resident of Fayetteville, formerly of Oswego, NY, peacefully passed away on February 28, 2024, after a period of illness. Barbara’s journey began in Albion, NY, where she met her high school sweetheart, Robert (Bob) Palmer Sr. Together, they ventured through life’s highs and lows, raising two children, Bob Jr. and Kathy, and sharing a deep bond that lasted a lifetime. Their adventures took them from Oswego to White Bear Lake, Minnesota, to Binghamton, NY, before returning to Oswego to build their family and pursue their dreams.

Barbara’s life was a testament to the power of education and lifelong learning. Despite facing numerous challenges, she remained a perpetual student, earning her Bachelor of Science degree in 1965, a Master’s Degree in Education from the State University of New York at Oswego in her forties, and her Doctorate in Education from Syracuse University at the age of 50. Her passion for teaching led her to dedicate herself to educating future generations, first as an elementary educator at SUNY Oswego Campus School, then as a professor of education at SUNY Oswego, where she touched the lives of countless students.

Beyond her academic pursuits, Barbara was a devoted member of her community, actively involved in organizations such as PEO, a women’s philanthropic organization, and Faith United Church. She was a driving force behind initiatives such as the Potential Teachers Program at Syracuse City Schools and the Sheldon Institute for Barbara Shineman Scholars, leaving an indelible mark on the field of education and beyond.

Barbara’s legacy extends far beyond her professional achievements. She was a loving wife, mother, grandmother, and great-grandmother, cherished by her family and friends. Her marriage to Richard S. Shineman in 1973 brought her great joy, and together, they shared a passion for travel, music, and philanthropy. Barbara’s impact on Oswego County and SUNY Oswego will be felt for generations to come, thanks to her role as the founder of the Richard S. Shineman Foundation, dedicated to driving positive change in the community.

In her final days, Barbara was surrounded by her loved ones, including her children, grandchildren, and great-grandchildren, who will continue to honor her memory and carry on her legacy of love, compassion, and generosity. A celebration of Barbara’s life will be held at Faith United Church in Oswego, where she found solace in her faith, followed by a Committal Service at Prospect Hills Cemetery in Canajoharie, NY.

In lieu of flowers, contributions can be made to Faith United Church or the Oswego County Community Foundation, organizations close to Barbara’s heart. Her spirit will live on through the lives she touched and the causes she championed, forever remembered and cherished by all who knew her.
