On April 24, 2024, a grim chapter concluded on Interstate 5 near Eugene, Oregon, as Elias Huizar, a 40-year-old former police officer and suspect in two murders in West Richland, Washington, died from a self-inflicted gunshot wound. This event brought an end to a harrowing multi-state law enforcement pursuit that began with a fatal shooting outside William Wiley Elementary School in West Richland and included the abduction of a 1-year-old child, Roman Santos.

Elias Huizar’s trajectory into lawlessness began on Monday when he fatally shot a woman outside the elementary school in a violent act that shocked the community. The situation escalated when authorities, executing a search warrant at his residence, discovered another victim, confirming the fears of a double homicide. The victims were later identified as Huizar’s ex-wife and girlfriend. The brutal nature of these acts prompted an Amber Alert, signaling Huizar’s dangerous potential and the urgency of apprehending him.

The alert extended into Oregon as Huizar fled, leading to a tense pursuit by the Oregon State Police on Tuesday afternoon. Captain Kyle Kennedy of the Oregon State Police reported that during the pursuit, Huizar’s vehicle was involved in a minor collision. An exchange of gunfire ensued between Huizar and the police, though no injuries were reported from this confrontation. The chase continued until Huizar collided with another vehicle a short distance away.

Upon locating Huizar after the second collision, law enforcement officers found him deceased from a self-inflicted gunshot wound, bringing a tragic end to the pursuit. In a fortunate turn of events amidst the tragedy, state troopers safely apprehended Roman Santos, the abducted 1-year-old child, unharmed, resolving the Amber Alert that had gripped the region in fear.

The investigation revealed disturbing details about Huizar’s background, including his tenure as a police officer in Yakima from 2014 to 2022, and subsequent criminal charges. Earlier in the year, Huizar faced serious allegations including second-degree rape and furnishing alcohol to minors in Yakima. He was also charged with third-degree rape in a separate case involving a long-term intimate relationship with a minor.

Authorities believe that following the shootings, Huizar was attempting to flee to Mexico with the abducted child. They had previously alerted the public to be on the lookout for a silver 2009 Toyota Corolla, which Huizar allegedly used to escape from the crime scene. Descriptions of Huizar and the young Roman were widely circulated, underscoring the urgency of the situation and the danger posed by Huizar.

This sequence of events has left the communities in Washington and Oregon reeling, as they struggle to comprehend the violence perpetrated by a former law enforcement officer.
