She was born in Santa Cruz, Bolivia, on August 13, 1948, to Miguel Chavez Parada and Carmen Poligenia Roca Aguayo. On March 27, 1971, she was married to Julio Tomas Penarrieta Nava, also in Santa Cruz, Bolivia.
Her wedding took place in Santa Cruz. For a considerable amount of time, Elena was the proprietor of a beauty and cosmetology school, where she also served as the director. She left an unforgettable effect on the lives that she touched. In 1990, she and her husband began on a new business, which consisted of building and operating a well-liked family bookshop in Santa Cruz, Bolivia. This bookstore remained a pillar of the town for a period of twenty-five years.
